Democratic primary turnout has surged well above 2022 levels in most states, reflecting stronger opposition energy tied to President Trump’s sub-45% approval ratings, economic discontent, and foreign policy pressures. This dynamic, combined with expanded mail and early voting options that raise the participation floor, supports trader consensus around 120-130 million total House ballots. At the same time, Republican strategists report weaker mobilization among 2024 low-propensity voters, while historical midterm drop-off patterns and the absence of a presidential race on the ballot introduce uncertainty. The tight clustering between the 115-130 million bins reflects these competing mobilization trends, with outcomes hinging on final get-out-the-vote efforts and any late shifts in voter sentiment before November.
