The high implied probability of no criminal charges by year-end stems primarily from the ongoing but inconclusive nature of parallel probes by the New York City Department of Buildings and Department of Investigation into the July 7, 2026, buckling of two columns at the former Pfizer headquarters during its MetroLoft-led apartment conversion. Engineers attribute the failure to omitted steel reinforcement plates specified in plans, amid prior site safety violations, yet officials have issued no findings on intent, negligence thresholds for prosecution, or specific targets after two months. Such cases typically resolve first through civil suits, fines, and stop-work orders rather than swift criminal filings, especially absent injuries or fatalities. The remaining four-plus months provide limited runway for charging decisions in a complex multi-party inquiry.
