The primary resolution source for this market will be official information from the government of Ukraine; however, a consensus of credible reporting may also be used.**Ukraine's leadership has repeatedly tied any peace agreement involving territorial concessions to a nationwide referendum, with President Zelensky stating in late 2025 that a 60-day ceasefire would be required beforehand to enable safe voting on a U.S.-backed 20-point plan.** Discussions in early 2026 explored holding the referendum alongside presidential elections, potentially within 60-90 days of a ceasefire, but stalled over unresolved issues like control of Donbas regions and security guarantees. Legal barriers under Ukraine's constitution and martial law rules further complicate scheduling, as referendums on territorial changes face strict procedural hurdles, including signature thresholds or specific presidential authority. As of September 2026, renewed U.S. mediation—with envoys visiting Moscow and Kyiv amid temporary pauses in capital strikes—has revived talks, though core Russian demands on territory remain unmet and no ceasefire or framework agreement has advanced to the referendum stage. Public polling from early 2026 showed majority support for consulting voters on a deal, yet battlefield realities and negotiation timelines continue to determine whether scheduling occurs. Upcoming diplomatic rounds could shift prospects if they produce verifiable de-escalation steps.
